This error indicates that the Infiniband link is still in the Init state, and has not yet received a PortInfo MAD from the subnet manager requesting a transition to the Armed state.

Things to try:

  * Check that your subnet manager is rescanning the fabric sufficiently frequently.  If you are using the [[http://www.openfabrics.org/downloads/management/|OpenSM]] subnet manager, you can force a rescan with the command:<code>    killall -HUP opensm</code>
